Definition: Complete civil registration
Category: Social statistics
When every vital event that has occurred to the members of the population of a particular country (or area), within a specified period, has been registered in the civil registration system, i.e., has a vital registration record. Thus the system has attained 100 per cent coverage. Any deviation from complete coverage is measured by "coverage error". http://ec.europa.eu/eurostat/ramon/statmanuals/files/SeriesF_84_EN.pdf
