Benefit paid to old people who need frequent or constant assistance to help them meet the extra costs of attendance (other than medical care). The benefit must not be a reimbursement of certified expenditure, which would be classified as benefit in kind. This definition is identical in versions 1996, 2008 and 2011 of the Manual.
