Definition: Technician-level HRST

Technician-level HRST are people who fulfil one or other of the following conditions: a) successfully completed education at the third level of the type that leads to an award not equivalent to a first or higher university degree, in an S&T field of study (other than those employed in occupations normally requiring a higher qualification); or b) not formally qualified as above, but employed in an S&T occupation where the above qualifications are normally required. http://ec.europa.eu/eurostat/ramon/statmanuals/files/Canberra_Manual_1992_EN.pdf
