Definition: Population base - Usual residents

Population base is a technical concept connected with the actual measurement process, the aim of which is to produce the Usual resident population.
The usual residents are:
(a) persons usually resident and present at the time of the Census, and
(b) persons usually resident but temporarily absent at the time of the Census
but not,
