Definition: Other major non-specialized libraries

Other major non-specialized libraries are non-specialized libraries of a learned character which are neither libraries of institutions of higher education nor national libraries, though they may fulfil the functions of a national library for a specified geographical area. In order to achieve the most realistic comparison, the word - major -  will be taken to mean libraries with collections of over 150 000 items (books and periodicals).
