Definition: Mountainous regions

Given the difficulties to delimit mountainous areas uniformly in all member states, it is recommended that they are included in the surface area as land area on all territorial levels. If any country wish to submit separate data for uninhabitable (mountainous) regions it is free to do so, but should specify explicitly whether the uninhabitable regions are included in land (or total) area or not. Also definitions and criteria used for defining uninhabitable regions should be clearly explained in such a case.
