Definition: Counterfactual

Category: R & D - Oslo Manual

In impact evaluation, the counterfactual refers to what would have happened to potential beneficiaries in the absence of an intervention. Impacts can thus be estimated as the difference between potential outcomes under observed and unobserved counterfactual treatments. http://ec.europa.eu/eurostat/ramon/statmanuals/files/Oslo_manual_2018_en.pdf
