HRST (Human resources in Science and Technology) flows can be defined as the number of people who do not fulfil any of the conditions for inclusion in HRST at the beginning of a time period but gain at least one of them during the period (inflow) as well as the number of people who fulfil one or other of the conditions of the definition of HRST at the beginning of a time period and cease to fulfil them during the period (outflow). http://ec.europa.eu/eurostat/ramon/statmanuals/files/Canberra_Manual_1992_EN.pdf
