Government budget appropriations or outlays on R&D (GBAORD) means all appropriations by central government allocated to R&D in central government budgets. Data on government R&D appropriations therefore refer to budget provisions, not to actual expenditure, i.e. GBAORD measures government support for R&D using data collected from budgets.
