Definition: Fixed rate issues

All issues where the coupon payment, based on the security principal coupon rate, does not change during the life of the issue. Securities that are not issued at straight fixed or straight variable rates, i.e. mixed rate issues, are also included (e.g. fixed then variable rate issues, variable then fixed rate issues, issues that do not have the same coupon payment over the lifetime of the securities, step-up securities and step-down securities). http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2007:341:0001:0232:EN:PDF
